New Raspbian Buster image (Sep. 2019)

I see a newer version of Raspbian Buster is available for download. Am I correct that, I can just do the "sudo apt-get update; sudo apt-get upgrade" on my existing Raspbian Buster and that can make system reach the same level of updateness, including the latest SPI EEPROM after a reboot?

i.e. the newer image is only for people want to install a fresh new copy of the Raspbian Buster from a more up-to-date starting point right?

No.

sudo apt update; sudo apt dist-upgrade -y; sudo reboot should get you to a similar level as the 2019-09-26 Raspbian but you may miss out on new packages that weren't in the original Buster delivery.

Thank you both for the feedbacks. I will install the new image and start from scratch then.

The kernel in that image has been removed from the repo for now. There's a new 64 bit kernel file and some people have partitions that it won't fit on, so I need to add a check that will block the upgrade in those cases. Just to prevent bricked pis.

No, the upgrade from Stretch was in the previous image (June). This topic is *not* about Pi desktop for PC/Mac.

Sorry, my misunderstanding came from "ISO". There is no ISO with Raspbian whereas the release notes for Raspbian are quite easy to find...

I did that, and quite some packages were installed.
But there was neither difference in /etc/osrelease nor in "uname -a" after reboot.

I am after new "-dn" option of raspivid, and that was not available either.
So I did "sudo rpi-update" and rebooted.
Only "uname -a" is different now:

Couldn't they simply be added if needed with sudo apt-get install pkg.name??

To re-iterate, is this the recommended way to upgrade the original Buster image?

Since It took an absurd amount of time to build OpenCV on Buster, starting over is not happening anytime soon.

The status of rpi-update is fuzzy for me right now, as in this thread I see it recommended as "needed" but in others its "obsolete" and should not be used.

Inquiring minds what to know.

Nobody knows, unless there's a list of new and changed packages (about which I care not a jot).

What is the purpose of rpi-eeprom? Why would I need it?
