Can you explain what your question means?

Raspbian includes a C/C++ compiler as standard.
Its called gcc.

If you know how to program in C or C++ on Unix/Linux, you already know how to do it on RPi.

Are you talking Bare Metal (no OS)?

That is possible, but a lot of work and you will have to write some hardware drivers yourself.

If that is the case, report this post and ask for it to be moved to the "Bare Metal" section of the forums and people will be able to give you better advice there.

That's the sort of thing that is discussed in Bare Metal.

If that is your aim, but you are having to ask the questions above, then I suspect you need to do a little more reading up before you start anything. Wiring an OS is a very very non-trivial task, and if you don't yet know how to use C/C++ on the Pi then you have a VERY steep mountain to climb.
