I used google translator to read your post, so forgive me if I have not fully understood your post, but I will see if I can help.
If you are trying to use your phone to connect to a Lan network to read pages from your webserver running on a Raspberry Pi Webserver..then you are trying to do what I have been trying with some success but i haven't had the time to perfect it.
If you see in the post I got allot of help so read through it and you can see what is required.
1) You need set up your LANs, in a way that the Wifi hotspot provides connectivity for your phone via wifi (i.e A Wifi Hotspot)
2) You need the Wifi Hotspot network to communicate with LAN wired clients on the Rasberry Pi Lan.
This part of the long post is where it gets a little tricky.
I am new to Raspberry Pi, so it is taking me a long time to understand the Wifi Hotspot part, but you may have better luck.
My problems come about when
a) After I get the Wifi to LAN connectivity working (I used a MAC OSX Laptop instead of the Phone and my LAN clients run as Raspberry PI 3B+ (stretch OS)), the additional features, Like SAMBA, WebServer etc, are installed and the Wifi part stops working - thats something I haven't had time to trouble shoot.
b) Regardless, the first thing you need to study is how to get Wifi clients to connect to a clean install of a Wifi hotspot and then connect and communicate with wired LAN clients. ( from the links - I've successfully got as far as proving that with SAMBA) i.e move files between a Wifi Hotspot client to a Wired LAN client and back)
I'm not experienced enough to explain allot of how I got it to work, but In my opinion you can get it to work, if you study the links I have shared with you. ( that's assuming you can understand the post that's written in English -but you can do what I did use the google translator)
