It says my SDHC card is 1.88GB when it's 16GB. Why?

I'm using Raspbian.

Because of it reporting the incorrect size, XBMC is unable to be installed. How do I make it see the true size? The card isn't being used for anything else, at least intentionally.

Also, I have big black borders around the picture on screen. How do I get rid of this?

By default, the image only uses 2 GB to accommodate smaller SD cards. You can use gparted to expend your partition. Search for "resize sd card" or "gparted"

The black borders can be fixed via options in the config.txt file. search for "commented config.txt"

You can use the raspi-config utility to resize the partition.
