Quite right.

So if you are applying precise definitions then the original spec for SD cards was for up to 2GB.

So it is unlikely, by that definition, that the RPi 3B+ - or any other system - will support a 64GB SD card, which was what you asked.

Practically, the new RPi3B+ should be able to handle any capacity of microSD card presently available. Unless you have some reason to think otherwise?
