Is there a way to load a stand alone program onto the RPi-3 HW without linux? I want to load a time critical exe and not have linux interrupt it.

First thing to clear up....What do you mean by "exe" ?

There are various systems for what is called "bare metal programming" on the Raspberry Pi, one which is often cited is Ultibo, which makes use of Free Pascal. There is a forum on this very site, Programming -> Bare metal, that would also be worth checking out. There's a sticky post at the top of that forum that points to a variety of useful resources. There may also be changes you make to the OS to substantially reduce interruptions from Linux, short of kicking the OS out.
