rpiboot can't see CM1.1 with Elpida memory

I am fairly new to Raspberry Pi.
I have a base IO board V3.0, and several Compute Module s1.1
2 of the CMs have Samsung memory on them.
The other two have Elpida chips.
I am simply trying to see the CM so I can flash it from Linux.
I downloaded usbboot and made rpiboot today, so I assume I have the latest version.
I have no trouble with the Samsung CMs, when I run rpiboot on either Windows or Linux, the CM shows up and everything is perfect.
When I use the CMs with Elpida chips on them, rpiboot is stuck "Waiting for BCM2835/6/7" forever.

I don't know for sure that it is the different memory that matters, but that is the only obvious difference between the boards.

I have definitely not written to these CMs, I can't even access them.
Any suggestions for how to talk to these boards?

When you say you 'downloaded' rpiboot, did you use git clone to get it from https://github.com/raspberrypi/usbboot

What host are you running rpiboot on? A Raspberry Pi or a PC?

Just tried rebuilding and running rpiboot on a Pi 3B+ with both Samsung and Elpida memories on RPI-CM v1.1 boards

Both boot fine for me

Can you check the quality of the USB cable you are using, we have found some issues with some cables, although not at this stage in the boot process. At the stage of the process you are having trouble with (i.e. first stage) we haven't even started talking to the SDRAM, so as far as the bootcode is concerned there is no difference between the two boards.

Can you get a photo of both sides of the PCB?

I am using both a Windows PC and Ubuntu 14.04 as hosts.
I have tried two other USB cables with identical results.
I have attached pictures of the front and back of the CM and the IO board as well.
I have had to make the pictures quite small to be attached, hope they are readable.
