Getting CM3L running--trouble

I've been using the RPI3 for a while with no issue, but need a small form factor
I bought the CM3L & the I/O expander board.
I put downloaded & unzipped NOOBS onto the SD card & installed into the board & hooked up my HDMI monitor (which I've used with the RPI3).

Applying power, nothing happens (monitor shows a black screen)
Do I need to move some jumpers to make it work?

ANSWER--I got it going fine, I was just having a cabling issue!!
Also, the jumpers from the factory were in the proper spot

Make sure that jumper J4 (next to the USB slave connector) is set to BOOT ENABLE (not USB SLAVE).
