Yes, with a B+ you can get or make a VGA output board that connects to the GPIO.

What is your reason for using the VGA input to the monitor rather than the DVI input? The Pi outputs HDMI which is compatible with DVI-D. All you need is a cable with an HDMI connector at one end and a DVI connector at the other.
