Live Video Stream using Raspberry Pi

I have a raspberry pi with a working internet connection(3g mobile broadband- Huawei-E220 using wvdial) and a USB web cam. What I want to do is to make a live webcam video stream available over the Internet.
I'm flexible to use any service like google hangouts/ Skype or any other method based on ffmpeg/motion.

My questions are:
1. Is this task possible using the R-Pi and my USB internet stick?
2. If so, what is the quickest/easiest method I should go through, so that I can do this demonstration ASAP.

(Note:: I will be fixing this unit on a UAV so I don't have the luxury of using a router for port forwarding etc..)

Here is what I did. I managed to get a (very weak) video broadcast on Justin.tv

I plugged a web cam(generic/chinese) to one USB port and the Huawei E220 to the other.
Then I follow the steps described in this tutorial. http://techzany.com/2013/09/live-stream ... pberry-pi/
Following the Tutorial worked for me, at least theoritically.
The video uplink is very weak. I guess this is because I'm not using external power to dongle and webcam.
