Fine tuning ARPwatch

I've been playing around with ARPwatch, and had some initial questions:
1. Is there some manner in which I can have ARPwatch auto-start on an SD card (i.e. in the event of a power blip, ARPwatch would load when the Raspberry Pi is re-energized)?
2. I saw an option to run ARPwatch as a "root" user, in lieu of "arpwatch". Is running as "arpwatch" the norm?
3. I'm seeing some sample arpwatch config lines, which include an IP address. What does the IP statement do?
