Rasberry Pi Monitor and Keyboard Issues

Hello All
I'm new to setting up a rasberry pi but i have so far run into a little issues.
It powers on fine with a monitor and keyboard attached. But they keyboard will not work if the monitor is unplug. IF i unplug the monitor and touch the arrow keys it works but when i plug the monitor back i get picture but keyboard is dead.
I am trying to figure if the pi unit is the problem or the power. I bought a power supply rating "OUTPUT : 5V 1.0A"http://www.amazon.com/gp/product/B005LA ... UTF8&psc=1
according to research this does not output the 1A it says it does but i have tried several chargers and all have done similar. Some will just restart to the colourful screen and others will not move the keyboard at all even if the monitor is unplug.
Would like some advise on weather i should look for a new power or a new Pi.
