Why?
Just use the Pi user. If the system complains that you don't have permission, add "sudo " in front of the command (for Raspian OS).
Or are you asking for a different OS or when using the GUI desktop?

root is the admin, the overlord or bofh account for Linux and Unix alike.
Normally you cannot access root because it has no password, however you can use sudo su or set a working password with sudo passwd

If you set a password for root you can login as root.
