as to Buster for Pi 3B+ : is it still feat. wiringPi (preferably apt package)?
if no apt package available any more: by which different download source?

I don't have a Pi3 yet and also have no Buster yet so I can't test it

wiringPi 2.50 is preinstalled on the (Buster) Raspberry Pi OS (32bit) with Desktop image. It is compatible with 3B+.
You can install it from repositories if you start with the Lite image.

AFAIK the wiringPiISR function depends on the sysfs kernel interface, that is still available but deprecated. This may stop working with future kernels.

There is no separate version of RasPiOS Buster for the RPi3B+ board: the current version of (32bit) RasPiOS runs on all RPi hardware.

The Full (Desktop+Software) and Desktop-only variants of RasPiOS Buster include WiringPi.


But note that this library was deprecated by its owner/developer/maintainer nearly 12 months ago - http://wiringpi.com/wiringpi-deprecated/
please look at for alternative GPIO library for on-going projects.

This may stop working with future kernels
that makes me think about installing then an older Stretch instead when I'll once get my 3B+...

It would be much better to go with the latest Raspberry Pi OS releases and use an alternative GPIO framework.
