Using Raspberry Pi as HDMI -> Webcam stream converter

Hey everyone, HDMI -> Webcam stream conversion hardware is more or less sold out due to the pandemic.

I was wondering if the Raspberry Pi hardware can support such functionality, and if such a project has been explored already.

I do see builds using the Raspberry Pi as a webcam, and the new Raspberry Pi 4 has video decoding.

What would be involved in such a project?

Your "HDMI->Webcam" has the immediate hurdle that no model of RPi has an HDMI input.
