-SD Card has Rasbian OS and it's correctly installed
How do you know it's correctly installed? Did you install it yourself (and how) or was it pre-installed?
You'd be surprised how many pre-installed cards come with really old versions of Raspbian or NOOBS.

-When i first time power on Raspberry PI, ACT led is consecutively blinking green for 3 minutes, and then there is no more green light on ACT led
And i ordered second SD card which has Rasbian installed and still same...
What do you recommend me to find what is problem ? I really needs your help
I recommend you stop ordering pre-installed cards and make your own.
Go to the
official downloads page and get the Raspberry Pi Imager utility, then use that to put Raspbian in your card.
It might also help to fill in the missing details of your post. For example, there are know issues between the Raspberry Pi 4B and monitors with 1366x768 resolution. If you want help troubleshooting a system, we need details.
My mind is like a browser. 27 tabs are open, 9 aren't responding,
lots of pop-ups...and where is that annoying music coming from?
