Can the phone connect by Wi-Fi to the same network the RPi is on? Or must the phone use the cellular network?

The Raspberry Pi organisation has documentation for most common uses of their products.

In this case - https://www.raspberrypi.org/documentati ... /README.md

No Wi-Fi only cellular network :)

Either:

1. You will need to know the public address of the NAT router between the internet and the network the RPi is on. You will need to forward port(s) on that router. None of it is RPi specific.

or

2. Use the "cloud" method as per the instructions on the page linked to by B.Goode.
