Help pulling data off a EEPROM

I'm working on pulling data off a 24lc16b1 eeprom. I run i2cdetect and get "--" on every line when searching. I'm pretty sure I have everything wired correctly. But just for gits and shiggles. what pins do I connect to? I have an expansion board I've been using to attach to a bread board. I have pics of the chip and the diagram for it. I'll upload my wiring later.

The chip is for a garage door remote receiver. I programmed 21 five digit remote numbers in it(numbers are supplied from the remote itself) T.I.A

Here's my exact setup. It's a pi 0 w. The data sheet for it says that WP needs to be connected to VSS or VCC depending on whether you want it as just a read only or read/write. Right now all I want is to read these numbers. Then eventually I'll work my way to read/write.

What have you connected the A1, A2, A3 pins to? Your picture is potato quality so I can't tell.

They are normally connected to a combination of Vcc or Vss depending on what I2C address you want to EEPROM connected to. I'd try connecting them all to ground (Vss).

The quality is so bad because I had to reduce the size. But A0/Mosi, A1/miso, A2/SCLK, VSS/Ground, SDA/SDA1, SCL/SCL1, WP/GROUND(I believe this is read/write setup?), VCC/3.3V

They're connected to those based upon what it says on the expansion board.

I read something that says A0,A1,A2 were supposed to be connected to what I put them as? IDK. Let me know what they should be connected to.
