How do I get the piRelay to work.

Recently, I added to my Android phone the piRelay application. Also installed the Rasperian piRelay image onto a rasbury pi 3. So far everything works as it should. However when I set the default to Rasburyp1 I get, at the Android phone, an error message. It reads network not detected. When I set the Pi Url address to <URL url="http://192.168.2.134">http://192.168.2.134</URL> I get the message that the <URL url=""><s></s><e></e></URL>request has been sent to the RasburyPi nework. However the Rasbury pi board does not change. I have a 3 channel relay board HAT. Nothing happens. Do I have the wrong URL address? The <URL url="http://192.168.2.134">http://192.168.2.134</URL> I was found by a network scanner. I know nothing about WiFi stuff. I mean totally baffled, really stupid. I understand relays and electronics. My last job was designing circuit boards for an electronics company. I am a BSEE with graduate studies in math and physics. Any help is greatly appreciated. <E>:D</E> <E>:oops:</E> <br/>

What's PiRelay and where do we find it? Give us a URL for the instructions you're following.

The only concern is the RPi software was written for Raspbian Jessie which is end of life !

The PIrelay is two parts. The first part is an android phone application. The second part is software written for Raspbian written for the rasburry pi board. A starting link can be found at https://pirelay.jasonfindlay.com. As referenced below.
I think the problem is with the Apachi server. It is running in the background. I have to stop the Apachi server to confirm. It may be use full , but for now all I want is KISS. The piRelay system seems like a good way to control (automation) a relay. It could be used for lawn sprinkler systems, turning off on the air conditioner, espically useful for PD dialysis, turning lights on off or closing opening doors through actuator control.
