I can't boot up my Raspberry Pi 3

I've installed noob on my SD card which is a SanDisk 32gb and connected the hdmi cable to my TV but it does not show anything and a red light appears on the side of the raspberry pi. When I connect the ethernet cable, there are no lights blinking, which is usually a green blinking. I also tried on my 3,5 inch screen module and it only shows a white blank screen and nothing more. I feel that I am starting to run out of options so, that is why I want to ask if anybody knows how to solve this issue, thanks.

if the RED LED is ON and the GREEN LED is NOT BLINKING
the board is not booting from that SD card.

-a- new download system from internet to PC
if you need to setup a MULTI BOOT system of more than one OS
use NOOBS / NOOBS LITE / PINN LITE
download from https://www.raspberrypi.org/downloads/noobs/ or https://sourceforge.net/projects/pinn/

if you already know you need RASPBIAN Desktop..
download from https://www.raspberrypi.org/downloads/raspbian/
-b- unzip to PC
-c- if NOOBS copy / if IMAGE burn with win32diskimager or ETCHER to SD card
