setting shell language to DE UTF-8

Hi, after some failing in trying to change the default language on my new PI3 JESSIE to german DE I decided to ask for help here.
During installation I chose german language and keyboard settings, and under X everything is fine (webbrowser, writer etc.)
But in the shell it doesn't work, instead of "ä" I get "?" and so on. With "env" I see "language = EN".
But why? And how do I change that? raspi-config didn't help - where do I have to define the settings correctly?
