I see i can buy a codec, i want to make a internet radio player, with the Pi zero, is the payment an an one time buy,
or is it needed to make periodic payments ?

It's a one time only purchase and can only be used on the RPi with matching serial number.
Note that these are for video playback and don't think they will be any use to you?
