Making WiFi available when configured as hotspot

I have a Raspberry Pi configured as a WiFi hotspot, and it runs ExpressJS as a web server for a number of JS services, including Angular and Socket.io, etc. To operate the web server application, I plan on using a mobile client such as a tablet or laptop to connect to the Raspberry Pi via WiFi and then access the web app on the web server.

One issue I'm running into is the speed at which the WiFi network is available to my mobile client. It usually takes over 1 minute before the WiFi network is available to connect to. Is there a way to customize the boot sequence to turn off unneeded services or another alternative to make the WiFi network served by the Raspberry Pi available earlier after reboot or bootup?
