Setting up Pi 3 without a screen/keyboard/mouse

Hello,

I'm new to raspberry pi so sorry if this is obvious.

I have the latest RPi (3b I believe). I don't however have a spare keyboard, mouse or screen. (I use laptops). So am trying to get it set up without them.

I've read lots of tutorials/forum posts and have come stuck. I think the OS is installing properly but SSH doesn't get enabled.

These are my steps
Format card using SD Formatter on my Windows machine
Copying over unzipped Noobs 2.1 files
Adding silentinstall to recovery.cmdline
Changing username and password in os.json
Add file ssh to root folder

I then remove card put it into Pi connect network cable then power

And wait

Get IP from router, use Putty to get in and I get network error: Connection refused


If I take the SD card out and put it in my laptop I see that the ssh file is still there. If I understand correctly this should have been deleted if it should work.

I've made sure it is not a hidden text file... Windows shows it as type file not text document

Please help!

@btb331 set a static IP address for it in your router interface. Use dietpi instead of NOOBS.

I did it, just used standard IMG download rather than noobs worked first time
