HDMI -> DVI then DVI->VGA

I have a monitor only have VGA port. Can I use this way to connect my RPi with the monitor?

Nope you can't use passive adapters, because HDMI-DVI will get you DVI-D but you need DVI-I (or DVI-A) for VGA.
