Okay, so I've tried to research as best as I can and of course, most of this goes over my head. I plan on buying my husband everything he needs to put together a little thing to run emulators. Basically, he wants one that will run all sorts of game emulators. Would Raspberry Pi 3 work for this? And also what "extras" would I need to make this a total and complete kit, ready to go and has everything he needs?

You're not a moron. You just haven't found the typical Black Friday, Cyber Monday, Xmas shopping list that appears on here just around this time every year.

Except this year our friends at the Raspberry Pi foundation have made it a million times easier. They've got a "Raspberry Pi Starter Kit", which will be just the job and will make your fella's day when he unwraps it.

If you're not UK/IE based you may need to look for other vendors nearer to home. Some of those links will ship overseas.

Basics:
Raspberry pi (Pi3 recommended)
Power supply (the official 2.5A one is best)
Case (keeps the Pi from getting damaged)
USB Keyboard and mouse (for setup programming, most people already have these lying around)
Monitor (Your TV via HDMI is the most likely)
MicroSD card (this is where the operating system will be installed) (minimum 8GB, 16GB or more is probably better if he's going to store the games on it)

Controllers: you can use the keyboard or any of a vast range of controllers.

As Dougie said, there are retailers who will sell bundles, it's just fine tuning exactly what you want.

A little typo to be corrected:
The micro SD card needs to be at least 8GB or 16GB (not MB)

One benefit (assuming the vendors aren't morons) is that a kit comes with a ready imaged 8GB SDCard that should have ready to run NOOBS on it. It then only needs a HDMI TV (and everyone has one of those) to get started (and to prevent the OP from watching her favourite soaps).

We do get reports of pre-imaged SDCards that don't boot first go, but they're thankfully very rare.
