No. Your phone camera can't be used as a webcam with the pi.

Please use the search facility or google - there are plenty of tutorials available, but it depends on your particular needs, which usb webcams are available in your local area, etc
Of course the official pi camera is highly recommended....

Of course you can, your phone is a computer too. What you need to get started is an app on the phone that lets you download a current image using a program such as wget (or whatever you want to use).

One such app on Android is IP Webcam which is on the Google play store. I'm sure it, like most everything else Android, includes spyware and I'm sure it has ads, but it certainly does serve up images, video and even sound if you like.
