Is your TRRS Cable wired correctly ?

With a continuity tester. Or with a LED, a resistor and a battery.

With your multimeter ...
... you haven't got a multimeter?

I'm going to assume here that the av to scart adaptor is a simple passive device, as is the 3.5 mm jack to av adaptor, with rca plugs or sockets
- have you tried all the combinations of plugs on the two adators?
You can ignore the sound, to begin with, so just try each of the jack-adaptor outputs into each of the scart-adaptor inputs.
If the scart-adaptor has a switch, try it in both positions - "out" could mean "out of the TV", or "out of whatever you've connected to it".

In addition to the fault-finding on the cable, you also need to ensure that your unspecified Operating System has been configured to output composite video.

(You have installed an OS on your microSD card and inserted it in the RPi?)

The NOOBS-lite Installer provides a trivial way to force your RPi to generate composite output, for diagnostic purposes.

There are two versions of composite video: NTSC and PAL. Whichever you are using, try the other one.

Check that you've not reversed the signal and GND on the video lead.

The TRRS plug is
T == Left audio
R1 == Right audio
R2 == GND
S == Video
