How Do I attach and program an 8x16 Single color LED board

WE have a raspberry pi model 2b
The 8x16 matrix that we have is http://www.amazon.co.uk/DIYmall-Matrix- ... B0126B7YH2

Can anyone give us a clue how to start to get this connected and what we need to do to make it be able to display characters.

It is a shame that the Amazon page does not give instructions. Try Googling for 8 x 16 LED matrix - Adafruit do a similar one (8 x 8) and have tutorials available. You probably need a few other components too (see Adafruit)

It has the MAX7219 on board so you don't really need anything else.
I think you'll get the best results by googling for 'raspberry pi max7219'.
