You'd have been better off if you had downloaded NOOBS Lite instead, for these two reasons:
- It is a much smaller download, so you'd have wasted a lot less time.
- You'd have known right away that there was a problem with your ethernet/internet connection, since without a working internet connection, NOOBS Lite has zero (not 1, but 0) available OSes to install.
The point is that with NOOBS Lite and a working internet connection, you do get the full menu of possible installation candidates. And this is how it should be.
