The best solution is not to format your card at all, but use Etcher, which in the course of imaging the card does the same thing integral to the image writing. https://www.balena.io/etcher/

if you MUST format your card there is ONLY ONE VALID FORMATTER, and that is the one from the SD-card association, https://www.sdcard.org/downloads/formatter_4/
be sure to do a full format with it.

especially don't use your native widows/MacOS formatter!

SD-cards of 64GB or larger cannot be formatted this way, as they would be formatted as eXFAT instead of FAT32, and won't boot, use Etcher instead, or format them in a camera (which just images an empty FAT32 image to them).
