NO!
the PI 2B uses an 900MHz quad-core ARM Cortex-A7 CPU NOT an intel (compatible) x86 CPU, so there is no way that it can run any recent variation of Windows on it, as windows only runs on one type of CPU.
The Windows10IOT you may have heard of is NOT the same OS as Windows 10, it has no GUI at all, it is for small embedded devices.
Instead of Windows, the PI uses a Debian based version of Linux, which can run on any CPU made by man.

What aspects of the Win7 GUI are you looking for? It's not uncommon for people to make changes to make Linux desktops look more like Windows of various sorts or Mac desktops of various sorts.
Note that one of the *failures* of MS is integrating the desktop GUI into the OS, rather than keeping the code separate so that the desktop environment can be changed without having any effect on the GUI.

Where did OP mention Win 10?
Where did OP mention IoT?
Perhaps OP wishes to run Raspbian with a Windows
7 -style GUI. Perhaps there is a Win 7 theme available?

one more lucky guess!
you mean if you can operate a RPI from a windows 7 computer?
yes, using Remote Desktop Connection or VNC client you can see and operate
the RPI LINUX DEBIAN LXDE Desktop from your PC.
a ethernet cable to the RPI board does allow that,
no need for add keyboard, mouse, HDMI monitor/TV on RPI.
the keyword you have to search for is "headless" operation.
