What in particular do you need help with? Did you have a programming language in mind that you hope to use?
There are many tutorial examples that show how to blink one led on and off in a continuous loop. I suggest trying that first, and then move on to including the second led as an 'extension'.

I wanna know how could I program it to make it like Christmas light's 1 on 1 off second on and keep looping.
