Windows 10 Desktop Edition is meant for Tablets / Laptops / Towers which have a x86 CPU
Windows 10 Phone is meant for Tablets / Phablets / Phones which have an ARM CPU
Though Windows released RT ARM this was based of Windows 8 and MS have stated it will not be updated to Windows 10, and will only have a material makeover sometime in the future to give it more of a W10 look......
The information is out there....you just have to let it in.
