can I formate rpi sd card from terminal??

I want to delete the sd card that has the operating system from terminal??

You can use fdisk or parted or gparted to "format" an SDCard that's mounted in a USB reader on your RPi.

You can trash the SDCard you're running from, but your RPi won't be running for long when you do that. Most of the utilities that can trash filesystems have a check to see whether the filesystem you're about to destroy is mounted or not.
