How to get Belgian AZERTY keyboard layout

I am still having trouble getting the azerty keyboard layout.
I changed the keyboard layout using raspi-config, tried editing a config file, tried with loadkeys and dpkg,
but on the keyboard, connected via USB, I still got qwerty.
When I log in via putty, I get the correct azerty layout.
Any ideas on how to get the azerty layout going for my USB keyboard ?
While googling, I saw that when this occurs in other distro's, you need to change something in the grub boot parameters,
but raspi does not seem to use grub.

I suppose I am not the only one that had this problem, also French people will have this, because they also use
the azerty keyboard layout, so any help solving this would be greatly appreciated.

You should be able to edit /etc/default/keyboard change "gb" to "fr" save that file then run sudo dpkg-reconfigure keyboard-configuration to set your French keyboard active.
Any language using left-hand whitespace for syntax is ridiculous

In the keyboard layout menu did you scroll down and select [Other]? That will get you to the country of origin menu where you can choose French or whatever.
Also you must reboot after making changes.
Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.

Thanks for your suggestions, I tried both things before posting my question here.
Just to make sure I did not miss something before, I retried both your suggestions again, but no luck,
the keyboard remains in qwerty. :(

Set:
XKBLAYOUT=be
Reboot
