Menu Bar top or bottom?

I am fairly sure that the menu bar used to be at the bottom of the screen, which in my view is more convenient. Mine is at the top. Is there any way of changing it to the bottom?

I seem to recall a bug present on a recent fresh Raspbian install which resulted in not being able to choose/change the position from the Panel Settings window. The Panel Settings window would forcibly close any time one of the radio buttons for the panel position was clicked. I only experienced this problem when using the newer custom RPF UI. Is that what you're seeing? What happens when you try to change the position of the panel by right clicking on the panel and selecting "Panel Settings"?
You can manually change the file which contains the panel config.
If you're using the custom RPF UI (LXDE-pi), you can find the config file here ~/.config/lxpanel/LXDE-pi/panels/panel and if you're using the standard LXDE desktop session, it will be here ~/.config/lxpanel/LXDE/panels/panel. The file might be named something other than "panel," but if you only have one panel on your desktop it will be whatever file is in that directory regardless of the filename.

Right mouse click on an empty place on the bar.
Choose Panel Settings.
Click Geometry tab if not already then choose Position Edge: Bottom, top, left or right.
