The Raspberry Pi cannot run Windows 7 , 8 or 10 "Desktop" editions. Previuos Windows versions are also impossible.
Windows 10 "Athens" for Raspberry Pi will not run any popular Windows software you already use (especially Games !) and is only interesting for developers.

Windows 7 on a RPi2, nah, wrong cpu type and too slow for emulation of X86.
If you really are on a budget and want a small formfactor computer, get yourself a very small, very affordable, but fully capable PC like a Pipo X7. Comes ready to run with W8.1, plugin keyboard, HDMI monitor and mouse and it works out of the box. A neat alternative as media centre and general purpose PC.

You want to play a particular video game? What is the game? It may be possible to play the game on Linux on the Pi.
Pi can run MAME and other game system emulators. Some games released for Windows may be available on Linux.

Raspberry Pi INCOMPATIBLE
