Warning messages upon logging in via cli

I just setup a rpi 4 with the Raspberry Pi OS lite version. Upon logging in, I am prompt with these 2 text. Are these 2 separate warnings?

Wi-Fi is currently blocked by rfkill.
Use raspi-config to set the country before use.
To fix the first, do I run this and reboot pi?

rfkill unblock wifi
How to fix the second warning? I believe I have set my country.

sudo raspi-config
And set your localisations.
