from debian repository. add first the repo in /etc/apt/sources.list:

deb http://ftp.de.debian.org/debian stretch-backports main 
then

sudo apt-get update
sudo apt-get install openjdk-9-jdk-headless
it should work with you on Pi3 only

What about with Raspbian Stretch Lite on the Pi Zero W?

Java 9 only supports ARM version 7 and above. For the Pi Zero you should be running version 8.

Which OS + version?
On Raspbian you can check the apt cache.
