3b+ Stuttering RetroPie (SNES/N64)

After spending a decent amount of time yesterday doing some configuring I had RetroPie running without any complications. I was experiencing stuttering in running either SNES or N64 roms, not constant but fairly frequent(~ every 30 sec). I originally tried an OC (still active) but that didn't seem to fix the issue. After shopping around for similar issues and tweaking a few settings I came across my TV's(Sharp Roku TV) game mode and that seemed to resolve all issues. Both SNES and N64 ran without stuttering for few hours straight. I powered down only to come back later to find the stutter had returned.

Ive tried adjusting a few other configurations and haven't seem to find a solution. I'm afraid it could also be a hardware issue, but just really thrown by how It was working fine yesterday and can't seem to get back to that state.

Any advice is greatly appreciated, I'll try to post all my relevant settings.

RaspberryPi 3b+
Controller: 8BitDo SF30 Pro

RetroPie Config
version: 4.4.8
via (configuration editor -> advanced settings -> config Libretro options -> snes)
video_smooth = false
audio_driver = alsathread
video_driver = dispmanx
video_threaded = false

Rom Config(SNES)
default em for snes = lr-snes9x2005
emulator for rom = lr-snes9x2005
RetroArch render resolution = 'Use config file resolution' (not sure if this was a default or something that I was experimenting with)
select default video mode for lr-snes9x2005 (Should this be set to something?)

gpu_mem=400
arm_freq=1350

The stock speed on the Pi3B+ is 1400 why have you made it slower?

I would also think gpu_mem=128 would be fine.

I must have misread something. Should I set it to 1400? Or roll back the OC all together?

I'd remove all of your overclocking and set your GPU memory to 128.

I've never noticed any SNES games lagging. Do you ever see the lighting (low power) symbol?

It could be from the use of an awful SD card. What card are you using (since you didn't list it)?
