The TV is producing 240p and natural scanlines. I had to do a few tweaks to the retroarch configs, but I cant seem to get rid of the vertical scrolling or sync issue as seen in the video. I am using a Pi3 and retropie/lakka/retroarch. The vertical scrolling/sync issues happen at boot time on all distros and menus. I have tested on 2 different TV's. Same issue.

I as thinking maybe someone what a bit more knowledge might have an hdmi_timing or hdmi_cvt solution that might work. As this could be a very cost effective solution to get 240p from the pi3 HDMI port into standard component.
