I have a code programmed in python, which consists in performing the communication with XBee, I have performed the proper settings on both Rasp and Xbee, but if I disconnect the raspberry from the power and turn it back on, Xbee can not establish a new communication, accuses: "could not determine operating mode.

It will only work again if you disconnect it from the board and reconnect it.
