I turn on the WiFi module on "Android Things"... rebooted infinitely.

More than 30 Wi-Fi APs are scanned in our office.

if... I turn on the WiFi module on "Android Things",

"Raspberry Pi 3 B" will be rebooted infinitely.

Turning off multiple WiFi APs, sometimes does not reboot.

I want to know the reason. It's a serious problem for us.

WiFi uses a lot of power and a boot loop indicates insufficient power.

How are you powering the Pi?
It may be that while the module is off, everything is good enough, but borderline and as soon as you turn the module on it draws extra power that isn't available which will trigger a reboot.
Upon rebooting, as the various hardware interfaces come up and the Pi eventually turns the WiFi module on, the same problem repeats itself and the Pi will reboot again.
