There is a paid for version of Android here:
Any specific reason why you keep promoting this when there's free and, most importantly, open source options available?
LineageOS 15.1 (Android 8.1.0) for Raspberry Pi 3 B and B+
LineageOS 14.1 (Android 7.1.2) for Raspberry Pi 3 B

AFAIK this is nothing but a build from my sources (https://github.com/lineage-rpi) with some apps bundled in.

As for the original question about Jio TV, no idea, but you're welcome to try LineageOS 14.1 and see if it works for you. Google apps can be installed with TWRP recovery included in the image.

I was not aware your images included Google Services and Google Play Store which was requested by the OP

No, gapps are not included in my images because there's no way you can legally do that without passing Google's certification (let alone sell it!). https://en.wikipedia.org/wiki/CyanogenMod#Licensing

Separate Google apps package can be installed using TWRP custom recovery that is included in the image.
