I would like to know if it is possible to put android application on a raspberry pi 3 B +? thank you

No, there is no working Android for the RPI

Yes it is feasible but not Officially Supported, therefore any issues please ask the actual software developers or here:

From https://help.emteria.com/kb/devices-rpi-3 it is not clear if the 3B+ is supported or not. The comment "Bluetooth doesn’t work on Raspberry Pi 3 Model B+ (but works on Raspberry Pi 3 Model B)" suggest that it is supported on a 3B+ but not as fully supported as on the 3B. The Emteria forums may contain more definitive and detailed information.

Likewise I don't know whether Android Things supports the 3B+ yet.

But, to the general question; can an Android Application run on a Pi computer ? The answer is yes.
