What information is available about the SoC itself is at least clear on these issues:

1080p30 is the quoted limit for H.264 video decoding, whereas 1080p60 is supported for the HDMI output.
The gigapixel/s figure quoted is the fill rate. This needs to be comfortably higher than the output clock rate for 2D work, and considerably higher for 3D.

Of course, the RaspberryPi team will likely not be able to make all of the capabilities of the SoC available. But I suspect no reason that 60Hz monitor output should be a problem.
