Pi 4 screen-tearing prevention?

Hi guys i've noticed there's not really a fix for the god-awfull screen-tearing in every aspect of usage.
Wether it is dragging folders across the desktop environment, watching youtube, playing games or scrolling websites.
The only "tear-free" experience i've managed to get is within VLC, but then again ONLY on fullscreen.
This is weird so i wont get too technical because i myself am not as well , so is there nothing like vsync in desktop environment that some distro's have in the KDE or anything that can do this? Because without v-sync i have no hope for decent drivers.

Yeah, I just received my pi yesterday, it seems pretty nice compared to the pi 2 b+ (which I was running with previously), the screen tearing is a shame though. I intended on using this as a mini-pc for my tv, so that I could actually stream American shows through a vpn to my tv - everything works after a night of hassling with openvpn, but the screen tearing is still an issue.
It seems to be a software problem, so many have suggested to just use ubuntu mate, not too knowledgeable on that though!
Let me know if you found a fix!
