Nope Linux can read and write just about every filesystem under the sun. Raspbian only supports a certain number of them by default. Until very recently you had to add support for ntfs, as it was not part of the default build. Even with a old build of Buster anything that your PC running Windows wants to format the USB stick as should work (other than ntfs).
