The boot partition contains the Linux kernel, so it needs to be updated when the OS is upgraded.

so my bootloader partition is untouchable, i want only the meta data to get replaced by the new ones
Then you should first stop using the word "image", because most of us interpret that as a disk-image used to write over all the data on an SD-card including boot partition and partition-tables.

I would look at software such as NOOBS in Github and modify that so it looks for a new OS and updates it.

You do realise that ALL programs loaded by APT / PIP etc and any data created will be wiped as well as the OS don't you?

You could look to get very cleaver and mount the home folder on another partition and auto-reinstall the programs / data files but this is no minor task to do via a manually created program.

I would look to use something like Puppet for the configuration or possibly FAI (Fully Automatic Installation) for OS and config.

I don't need to 'imagine': your requirement seems to be met by PINN which has its own persistent thread in these forums. The developer of PINN, regular forum contributor @procount, is indeed very knowledgeable on such matters.
